True 9/10
“The Simon Commission report was biased in favor of British colonial rule in India.”
Historical evidence strongly supports this characterization. The report proposed some provincial reforms, but it rejected responsible government at the center, omitted dominion status, and preserved broad powers for British governors. Those features left ultimate authority with the colonial state, so describing the report as favoring British rule is well grounded.

True 9/10
“The Simon Commission was a controversial political development in colonial India because it faced widespread criticism across British India.”
The historical record strongly supports this characterization. Authoritative sources describe the Simon Commission as provoking broad protest, boycott, and criticism across British India, especially because it had no Indian members. Not every political faction opposed it in the same way, but the overall controversy and breadth of criticism are well established.
