“Before September 11, 2001, the Central Intelligence Agency and the Federal Bureau of Investigation were aware of a specific threat to the United States involving the individuals who carried out the September 11, 2001 attacks.”

The evidence shows only a limited kernel of truth. Before 9/11, the CIA had important information about two future hijackers, but the FBI did not receive key details in time, and official investigations found that intelligence agencies had not identified a specific attack plan involving the 9/11 perpetrators. The claim overstates both the degree of shared CIA-FBI awareness and the specificity of the threat.

“Before September 11, 2001, the Central Intelligence Agency and the Federal Bureau of Investigation knew that individuals involved in the 1993 World Trade Center bombing were taking flying lessons, recruiting people, and conducting surveillance flights, and the agencies did nothing to stop them.”

The evidence does not support this specific allegation. Official investigations found that U.S. agencies had fragmented warnings about al-Qaeda, flight training, and future hijackers, but not documented knowledge that people involved in the 1993 World Trade Center bombing were carrying out those activities before 9/11. The claim merges distinct individuals and events into a single unsupported story.

“The National Commission on Terrorist Attacks Upon the United States (the 9/11 Commission) reported that it found no evidence that the U.S. government had foreknowledge of the September 11, 2001 attacks.”

The Commission reported that it found no evidence the U.S. government had advance knowledge of the specific 9/11 attacks. Its report also documented many general threat warnings and intelligence failures, but it did not say officials knew the precise plot in advance. That distinction is central to interpreting the claim accurately.

“The September 11, 2001 terrorist attacks in the United States were orchestrated or facilitated by individuals or entities within the United States government.”

Every major official investigation into the September 11 attacks — including the 9/11 Commission, the Department of Justice Inspector General, and NIST — concluded that the attacks were planned and executed by al-Qaeda, finding no evidence of deliberate orchestration or facilitation by U.S. government actors. Documented intelligence failures were characterized as systemic bureaucratic shortcomings, not intentional enabling. Reframing institutional incompetence as "facilitation" conflates negligence with deliberate action, a distinction the official sources explicitly draw.
