Yuriko Koike leads the Tokyo Metropolitan Government as governor, not mayor. Official records and current reporting identify her as Governor of Tokyo, while the separate office of Mayor of Tokyo ceased to exist in 1943. Her status as Tokyo’s chief executive does not make the two titles interchangeable.

Japan’s legal sources do not support the statement that Tokyo is the de jure capital.
