False 1/10
“Medellín Cómo Vamos reported that there was limited long-term follow-up for people served by Hogares de Paso during 2023–2025.”
The claim is not supported by the evidence. Available Medellín Cómo Vamos materials for 2023–2025 discuss broad city indicators and public perception, but none of the cited sources mention Hogares de Paso or say there was limited long-term follow-up for people served there. The statement makes a specific attribution that the record does not support.

Mostly True 8/10
“Between January 1, 2023 and December 31, 2025, Medellín's "Hogares de Paso" functioned mainly as precarious emergency-assistance services rather than as programs that achieved meaningful social inclusion for homeless people.”
Available 2023–2025 evidence shows Hogares de Paso operated mainly as temporary emergency support—shelter, food, hygiene, and immediate protection—while durable inclusion outcomes such as stable housing or labor integration remained weak or insufficiently measured. Independent monitoring describes the shift from assistance to sustained social inclusion as still unresolved. The main caveat is that “precarious” is somewhat evaluative and late-2025 coverage is not fully documented.
